the quality of animal research and the welfare of animals are consistent
globally, thereby enhancing the validity and reproducibility of
scientific data (Bayne & Turner, 2019). Various international laws,
regulations, and standards have been developed to address this need. For
instance, the EU Directive on protecting animals for scientific purposes
sets a high bar for animal welfare, influencing other regions to adopt
similar standards (Vasbinder & Locke, 2017).
The 3Rs (Replacement, Reduction, and Refinement) concept has been
pivotal in promoting animal welfare in research. Countries like Brazil,
China, and India are increasingly integrating the 3Rs into their animal
care and use programs, although the level of implementation varies
(Bayne et al., 2015). This variability can affect the quality of
research data and the global perception of these countries as research
partners.
Intergovernmental organizations such as the World Organisation for
Animal Health (OIE) play a significant role in setting and promoting
international animal welfare standards. The OIE has developed guiding
principles and standards that are recognized globally, covering various
aspects of animal welfare, including transport, slaughter, and the use
of animals in research (Thiermann & Babcock, 2005; Littin et al., 2013).
The Global Movement in Welfare Standards
The global movement towards harmonizing animal welfare standards is a
positive and necessary development. It reflects a growing recognition of
the ethical responsibility to ensure the humane treatment of animals
used in research. This movement is supported by scientific evidence that
good animal welfare is essential for high-quality, reproducible research
outcomes (Bayne & Turner, 2019; Vasbinder & Locke, 2017).
However, achieving global harmonization is challenging due to
differences in cultural, economic, and legal frameworks across
countries. While some regions have robust animal welfare laws, others
still develop their legal and regulatory systems (Vasbinder & Locke,
2017; White, 2013). The role of private organizations and international
corporations in promoting and adhering to high welfare standards is also
crucial. These entities can drive improvements by applying their
standards globally and influencing local practices through trade and
market demands (Fraser, 2008; Ryland, 2018).

1. The International Council for Laboratory Animal Science (ICLAS) 🌐
